Qualifying is usually the first stage of reviewing and is used to prune applications that do not meet category or program requirements through simple pass or fail decisions. This helps ensure quality before applications move to later reviewing stages.
Qualifying reviewing requires three items

Good to know
- The two qualifying rules work in sequence, not independently.
- Unsure decisions are ignored if that option is enabled.
- Percentage thresholds always round up.
